Bowed in or out?
If out, get a couple layers of masking tape over the area. Get a block of wood like a piece of 2x4 to spread the load. Wrap a ratchet strap around, under the frame, over the fender and around the other side of the engine. Use blocking so to make contact with cast parts and not to other sheet metal. Tighten it up till slightly bowed in. Once you let go it's going to spring back some. Just don't over do it.
Bowed in would be a little tougher.... you would need something "U" shaped to reach ip under the fender and be able to pull on. But same idea, using a ratchet strap.

WOW Great ideal I have the samething a bowed out fender on the driver side it not noticable until you get down and look down the Bumpside line then you can see it Great. Thanx for the ideal. I've tried using my big a** to try to move it but like you said you need something to spread it over a wide area I guess I just didn't have enough to move it
