Noob Alert! How do you read the old tire sizes

I'm seeing tire sizes like 9.5/16.5 , I know 16.5 is the rim but whats the 9.5?
I appreciate any help on this. :oops:

i believe that it is either the width of the tire or the rim. For example the rear tires that can on my 67 f250 when i got it were 16.5 x 9.75. That would be i believe and correct me somebody if im wrong 16.5 inside tire diameter and 9.75 inches out side tire bead to out side bead

I don't really care about brands Chevy Ford Dodge ...as long as it doesn't sound like two old dudes farting in a coffee can.
