problem with steering column in frame swap

have switched a 69 1/2 ton body onto a 76 3/4 4x4 highboy frame. I am using a 76 steering column which should go right into the steering box. It does - if it's forced down. Took apart the knuckle and found only one clip inside, assumed there's supposed to be two, am I right? Cannot tell what kind of ps unit it is.

its probably a saginaw box. which would have been a stock item on a 76. which knuckle are you talking about? this one? Image
