dust seal/vibration seal or ???

Hoping to begin reassy my bump front end soon, with new front end parts and convert to disc. There was a seal or something on the spindle I can't figure out what it was. It was either UNDER the dust shield or on top of it and had rubber outside and like felt in middle. I'm guessing it was either a dust seal or to stop vibrations or? Oreilly's said it's not produced, anyone know any different or what purposes it serves?? Banjo.

that's what I figured. You know, I even have 1 car I did disc conversion on that I didn't even use dust shields and I've had no problems.
