Just finished replacing the lower skin on my door and have the new felts ready to instal but wondered if I should hold off until after I paint the door? Any suggestions on timing. Tips on replacing the felts and channels? Seems like the window needs to come out first but not sure. I need to replace the window regulator anyways.

I would wait until I had it painted. If I had to change the regulator, I'd strip the door bare before I painted it. As a matter of fact, I just did exactly that Saturday!

Hold off until you paint the door. I assume your are replacing all the weatherstripping for the window?
To remove the window channel felt the window will need to come out. You will probably want to remove it anyway to keep paint off of it.
Here's how to strip the door:

To put the new weatherstripping in, insert the window into the door. Set it gently down in the bottom of the door. Install the channel felt in the rear of the door, this will be the long piece. Use the back side of a pair of channel lock pliers to seat it tightly in the groove. Next install the side weather stripping pieces (the window fuzzies (or rubbers as the case may be)). One side will be easy to install, the last side will need some persuasion to get the clips into the holes. I had to use a large flat bladed screwdriver and pry the fuzzie into place. There's just not room to get your fingers in there to get leverage on those clips after the first side is in!
Install the channel felt into the vent window frame, and insert the frame into the door.
Here is where you will need a helper. Have your helper lift the window up into the rear channel and guide it into the vent window frame as you tilt the frame into position. Make sure the window will slide through the fuzzies as well. Fasten the vent window frame into position and reinstall the regulator.
While you have the channel felts out of the door frame, check the groove to be sure a PO didn't do something like one of Frodo's PO's did: Use silicone sealant behind the felts. There is a small ridge of metal all along both sides of the felt's track that must be clean. These form the ridges that the channel felt clicks into. If you find some kind of sealant in there, clean it all out thoroughly!
And make sure that when you lower the window glass into the door prior to installing the weatherstripping that the regulator channel is properly oriented to the inside of the door. If you have to pull the window out to turn it around after installing the felts and fuzzies, you will be able to remove and reuse the felts, but you will destroy the clips on the fuzzies and have to get new ones.

What is the trick to getting the lower window felts to stay stuck to the glass. Is there a crimp or a period of time I have to wait for the adhesive to stick. There was blue tape that came off the felt and there seems to be an adhesive but it didn't stay on the glass the first time I went to roll down the window
