Fast Idle Cam Gets Stuck

So my little arm for the fast idle cam gets stuck and won't let the choke close all the way. When throttle is pressed it loosens the arm, but it still won't go up all the way manually. So the choke won't close all the way. The choke is adjusted right, but there is just a little 1/4" amount the arm won't move on its own. And it won't let the choke close all the way for cold starts. Any ideas?

It catches on the screw, i dont really want to adjust it because it warms up good where its at. Maybe file it down a little?

I was a little leary of filing it since it has steps, so I took another one of those off an old holley I had and put it on, works like a charm.
