Keith: Wiper delay tech article

There is a discrepancy, or at least something that leads to confusion on the wiper delay upgrade tech article. The first paragraph says on the '78-'79s had the delay and are the easy swaps. But after the tech article in the notes section it mentions wiper delays can be used from '73-'79. Did they have delays in '73-'77?
