mysterious holes

Found these to holes under some duct tape. Any idea what they where for.
upper left hole is choke cable.

those are air conditioning hose holes.

thats what I was thinking, but there is no indication that a/c was ever on this truck. Gonna get some rubber plugs to fill them in. Man what po's can do

don't quote me for sure but every truck i have seen has those holes. some have had rubber plugs in them.
