I purchased a horn brush for my 63 Ford F 100 but it is too small for the hole under the horn pad. Is there another piece that goes under the horn brush?

What is the part that is shown in the attachment that goes under the horn brush? I purchased a horn brush on-line and it will fall to the bottom of the hole in the horn ring if there is not another part below it.

The horn contact sits in a pocket in the turn signal switch.
