My suggestion would be scrub it with a metal conditioner like DX520 (has Zinc in it) rinse/wipe it down and clear coat with polyurethane.

Sealer? .. the sealer you use should be the same brand as the primers and top coats.
Or are you asking whether sealer is sprayed over bare metal before the clear. In this case, it would be clear right over the bare metal.
There is a product on the market called "Sharkhide". It is applied over bare metal and lasts a loooooong time. Moreso than applying WD-40 or other oil-based product.
