You need to make as strong or stronger than the original frame. So how do you know? Well this is when it is good to have an Engineer Friend. (No, not the guy who drives a train)
For me...I would not do more than a 25% notch before I started adding material to the top of the frame. Better Safe than Sorry.

Since my enginering experience is limited to electric trains in my youth....
How thick, and how long a piece would you add to the top of the frame? I'm planning to remove about 50% above the axle, then weld in a piece of thick wall tubing, boxing the frame around the new tube, midway on the width of the rail, and an outer plate as well.

Not yet...several other "projects" have reared their ugly head. I do have the material gathered up, and a disco brake rear as well. I'll take pictures as this progresses
