How well would a Holset HX40 work on the FE 360?

I would imagine an HX40 is considerably oversized for a 360.

What about the turbo is too big? If its the turbine housing, then I could always swap to a smaller one right?

What do you want to do? A turbodiesel is far more volumetrically efficient than a gas engine. An HX40 is capable of 500++ HP on a diesel as a single turbo with the fuel to spool it.
If you're looking at an HX40 skip it and buy a HE351VGT. With the 351 you have a similiar sized compressor, but you get an exhaust side that's infinitely adjustable between 4cm2 and 25cm2. You can put the VGT control arm on a regular wastegate actuator or just put a lock bolt on it to lock it in the position you want it.
