The guy I spoke with told me as long as I primered what ever I planned to paint later, I would be OK. He told me that sunlight weakens the POR15. It is "Pour Over Rust". Stops rust in it's tracks.

POR-15 should be viewed as a rust converter...it's definitely NOT a paint. That is, something to be used on exterior body panels. Yes, I did do it with my choptop, but it's still not something I'd recommend for anyone wanting to actually have a nice-looking truck.
POR-15 is great for stopping the rust and protecting steel...I look at it like a liquid powdercoating. It's very durable and long-lasting, if the proper prep work is done first. It doesn't like bare steel as much as surfaces with light surface rust.
Definitely use it on your frame, suspension, inside doors and behind fenders, under the bed, etc....but for the exterior body panels, just take the time to properly prep and paint with conventional automotive paint.

I've used POR-15 and POR patch and Chassis Saver, which I thought was same but more economical.

found it at car quest today. i was really surprised! just have one more question though, does the frame have to be completely stripped of old paint or can it be left on as long as there is no rust? thanks

POR-15 stands for Paint Over Rust. It gets it's best adhesion from slightly-rusted surfaces. Just make sure you clean the area well with a wire brush, make sure it's clean rust and that it's dry (definitely degrease it well) and you shouldn't have any problems.
