I'm considering replacing the old step bumper with one from LMC- it's not a step, it looks sorta flat and much smaller. Matches the front bumper in style. The problem is that I've never seen one of these on a truck. Where does the license plate go- there does not seem to be a place for it on the bumper- has anyone used these bumper and could cut loose with an image?

I think tou may be looking at a stepside version...
They are just a flat blade... Tag mounts below the tail lamp on the fender IIRC.
The "sport" rear bumber for a style side looks like this...

Actually, the back cover of my LMC catalog shows the blade type for both styleside AND setpside. But inside the catalog, they show the bumper like you've thoughtfully posted- THANKS.
Did you mean the license plate hangs below the rear tail light on the bumper? Like a trailer or something? I think the bumper would be cool, but the hanging plate would be fugly.
With the sport bumper, does the spare tire look like it's hanging way below the truck? With the dock bumper, it helps hide the spare. The high viewpoint in your image won't show that.

Lots of the sport bumpers there. I don't have the spare under my bed, but I don't think it would be very visible from normal angles...
It has been a while since I saw a flareside, but IIRC the taillights mount well above the bumper on stalks from the bedside, and the tag mounts under one of them (like a trailer).
If you look under your bumper you will probably also find a tag mount with a lamp for the trucks that came without a bumper (remember those days?)
