Can anyone tell me the difference between the crown vic and grand marques front suspension? Is there any difference? I have an opportunity to pick up a grand marques front suspension a lot cheaper than what the crown vic are going for. Also what was the difference for the p71 package?

First off, the P numbers below are in the VIN's of each of your donor victims. You'll want to pay attention to these.
CV P73 and P74 models (LX's) are very likely different (spring rates, possibly other suspension components) than P71 Police Interceptor models. The P71s were designed for severe duty/abuse as interceptors. Commercial taxi models shared much of the heavier components as well.
The Mercury Marauder, which shares most of the vehicle with the GM, (Similar to the CV 'touring' model I think, with a floor shift, P71 suspension, dual exhaust) is different than the regular Grand Marquis.

Some of the guys have complained that the P71 spring rates being a little too stiff for their liking. Others say that they like them but they like a stiffer ride. The standard CV and Marquis have about the same spring rate and same shocks so you will see no difference there. Rack and pinion is the same design. I would suggest that if you plan on getting a rebuilt rack and using the one you get on this IFS as the core order the rack without the EVO which is the solenoid that controls the speed sense steering being you will not have the electronics to control this. You can rig it up with a potentiometer but why do it when you do not have to.
