im not exactly sure what hamb is or does but the best way that i know of is to sand blast it and then scuff it and prime and paint. Another thing you might try is ospho, i belive that is the name of it, what it does is nuterlizes the rust. You spray it on and it truns the rust into a sandable black primer that you just sand and paint

If you're worried about neutralizing the acid in the vinegar solution, use very hot water, with baking soda mixed in it...then dry the parts in the oven or something like that.
The primer is your choice, but if you're not going to be doing a bunch of painting, you might get by with a rattle can. Otherwise, I usually try to get the hardware all clean and stick it all through a piece of cardboard so it's standing up and spray it as I spray the rest of the parts...with good epoxy primer, then the topcoat I'm using.
