You do't have to take the cowl panel off, but you'll have to remove the panels outiside of the kick panels to get to it.

I ended up getting a body shop to fix mine. They just welded in new patches and a bunch of spot welds. They skimmed filler over it all and painted it up. It looks good, I just hope it lasts.
