Satin clear coat on primer

If I use flat black urethane primer, can I just coat it with satin clear for the "hot rod black " look and have it stand up to the weather?

Why not use the hot rod flat urethane paint?

because I already have the prime and I think the clear will be cheaper than a paint

single stage flat black urethane top coat might be cheaper than clear coat
