68 Windshield Washer tank mounting

Hello. I need to find out the proper mounting installation for a 68 F100 washer tank. I replaced my the original tank that was holed and brittle with a NOS tank. My old tank only had two of the three bolts installed, the rear lower and rear upper. When I put the NOS one in I noticed if I put a bolt in the front hole, the rear lower hole is no longer flush with the engine bay apron. Is there supposed to be a spacer perhaps for that screw? I hate to put this NOS one under any twisting stress as, you probably all know, they are getting rare and expensive.
