Proportioning valve location

I had a question that is probably weird, but I noticed that some trucks have the proportioning valve located on top of the steering gear, while some others have it in the lower part of the frame. The actual prop. valve looks different too.

Why is this? Is there a difference in the way the perform?

the ones on the frame a probably distriubution blocks for drum brakes like on our trucks. the ones on the steering gear are the valve you speak of and are for disc brakes in the 73-77's. 78 is mounted on the rear of the engine crossmember, maybe 79 too.
