heres my BS answer.
there are only two hoses try every possible combination. if that doesn't work then maybe the screwed it up at the shop.

since no one has answered you. i too think the best way right now would be to check the hoses for length to see where they will or wont reach to and then try swapping them from place to place until you think you have it right.

maybe the steering control valve is bad. doesn't it switch to only let one side flow? maybe its switching the wrong way? a picture might really help.

What did they repair? From what you describe, you got no pressure
from the pump. Have you checked it? Got no spec's, but a normal reading
would be 800 to 1500psi.

I've seen them 4 hose valves on 70's Dodges too.
