Rust on Bumper

Hey all,
I want to put my old bumper on my new truck.
Problem is i am worried about introducing rust to the new one.

The bumper i have has no dents but a few small spots of rust.
I am reluctant to spend on replating as the budget is tight and i want her on the road for as little as possable at this point.

Here are some pics i took.

What do yas think. Is there hope or am i looking for another one?

there is no real way to fix peeled-chrome, besides re-plating it. which i think costs more than a new bumper (or atleast over here, i dont know what its like over there).
