i do belive that is the seal for the emergency brake cable to floor

yeah your probably right, because in my 71 it was on the ground where the hi-lo switch would be, and in my 69 it was around the P-brake cable. but i dont know for sure so i gave it RedneckTexan thinking he probably knew
