Did The 1974 F100's Have P/S And P/B Or Where They Optional?
Also Will The P/S And P/B Work On My 1970 F100 If I Get The Truck For The Parts?

Not sure about the first question, but as to the second:
Yes, it will work if the engine is of the same family. That's so the brackets match up. You will have to change the steering box over, and either find a PS steering column from a '70-72 (to keep the same steering wheel style) or swap in the '74's column, but then you'd have to deal with the fact that the electrical connector at the bottom of the column are different for the two columns.
The '74 will have disc brakes, and I would recommend just swapping the entire front suspension from the '74 onto your '70, unless you already have discs on the '70.
