Removing Tailgate insert/popout thing.

Hey,
I don't know what the technical name for it is but I need to remove my tailgate insert/popout so I can prep it for paint. I would like to reuse it but I don't know what to do to remove it. I know its held on by rivets but do I drill them out or is there another way. All help is appreciated.

Honestly, I really would rather push a Ford than drive a Chevy.

drilling is an option. not sure if there is a better way. probably is one.
