bumper heigh? if it is factory installed tat way ain't it got to be legal?

There are bumper height laws for lifted 4x4's. They vary a lot from state to state. It's the distance from the bottom of your bumpers to the ground. If you're running much bigger than 37" tires on a pickup odds are you're over max bumper height, but all depends on local laws. Mud flap laws vary from state to state as well. Most are if more than 50% of the rear tire is below the body, but some take the rear bumper and whether or not the tires stick out past the side into consideration also.
