So, I was walking around my truck today and noticed two pretty large bends in the lip of the rim. These rims are somewhat unique in the aspect that neither I nor anyone I know has ever seen another pair of super heavy Wagon wheels like these. The flange is nearly .5" thick and cut out all the way to the rim. I'm not so concerned about how they got there (might have been there when I found the rims) but I'm curious as to if they can be fixed since I want to powdercoat them eventually.
How would I go about getting this fixed?

Take it to a tire shop. Just for the safety aspects I would have them thoroughly check the rim and make sure it's not damaged beyond the point os being safe.

A BFH will take care of the dents. steel rims will bend back out, thats why they are so popular with the off-road crowd. As for powder-coating them afterwards, well, that depends on how much time you spend with the BFH.
There is a place that can fix any type rim or custom make anything you want, but I'll be danged if I can think of them right off the top of my head.

Yes, there are rim shops out there. My neighbor had his rims striaghtened and It was very spendy.
I would beat them out with a hammer if looks are not a concern.
You are right about that style. They are few a far between. A buddy of mine has a set and he will not part with them.

Hammer it is, then. I had already considered that route, anyway.
The powder coat is just to keep them from rusting and some color close to white. It'll be a do-it-yourself job anyway.

When you powder coat it leave the static off of it and powder the tight crevasses. If not the powder will not make it down there before it sticks to the sides.

I just use a big hammer or a large soft jaw plyers but first make sure also you don't have flat spot in bead area or you will get a high speed wobble and likely a slow bead leak.
